About Us

who we are

Over 30 years of strata management in Perth. Local, WA-owned, with dedicated managers backed by a support team

Strata schemes come to us when they want structure, clear reporting and fewer surprises. Our role is to keep funds, meetings, maintenance and compliance organised, so strata councils can see where the scheme stands and what needs to happen next.

Behind that is a WA-based team managing everything from small residential schemes to larger residential and mixed-use developments. For each property, we align budgets, maintenance, records and communication with its specific by-laws, layout and risks, and we invest in ongoing professional development so advice remains current and practical.

Warren Kiddle is the Founder of Strata Administration Services and a Fellow Strata Community Manager, recognised for his executive leadership and commitment to governance-led service delivery. As an Accredited Member of Strata Community Association WA, Warren brings deep technical expertise and a strong focus on compliance, risk oversight, and professional standards across the organisation.

In his capacity as Founder, Warren is responsible for the strategic direction, operational discipline, and service framework of the business. He leads with a clear focus on accountability, consistency, and continuous improvement, ensuring the company’s systems, internal processes, and client service standards remain aligned with best practice and the evolving demands of the strata sector.

Warren’s leadership is centred on building a capable, high-performing team supported by strong operational structures, disciplined processes, and clear expectations. He maintains oversight of business performance and day-to-day operations, reinforcing a culture of professionalism, procedural integrity, and disciplined execution across all areas of service delivery. His approach ensures the business continues to deliver reliable support, sound governance, and consistent outcomes for the strata communities under its care.

Beyond operational oversight, Warren remains focused on strengthening organisational capability through mentoring, leadership development, and a commitment to service excellence. His continued influence across the business reflects a leadership style grounded in clarity, stability, and long-term performance.

Outside of work, Warren enjoys spending time with his wife Colleen and their two dogs, Ruby and Jasper, and making the most of life’s quieter moments.

Known for bringing structure and commercial awareness to complex strata matters, Koebie works closely with strata councils to ensure decisions are properly considered, accurately documented and effectively implemented. His ability to guide clients through competing priorities, sensitive issues and procedural requirements has positioned him as a trusted adviser to strata companies seeking clear direction and confident execution.

With strong expertise in meeting management, budgeting, financial planning, legislative compliance and by-law enforcement, Koebie supports strata companies across both day-to-day scheme administration and more complex management matters. His approach is firm, fair and procedurally sound, particularly in matters requiring careful judgement, risk awareness and, where appropriate, collaboration with legal counsel.

While continuing to manage a select portfolio of schemes, Clare also plays a key role in supporting the business’s growth, market presence, and client engagement strategy.

With a background in senior client management, Clare brings strong commercial awareness and a clear understanding of what clients value in a professional service environment. Her work extends beyond portfolio responsibilities into brand development, relationship management, and strategic initiatives that strengthen how the business connects with clients and positions itself in the market.

Clare is also actively involved in the business’s use of AI and technology, contributing to initiatives that improve internal efficiency, communication, and service delivery. Her ability to combine client insight with innovation and practical execution makes her a valuable contributor across multiple areas of the organisation.

She continues to invest in her professional development through industry events, training, and ongoing study towards her Certificate IV in Strata Community Management, ensuring her knowledge remains current and commercially relevant.

Hayley Luff

Hayley regularly assists with owner concerns and day-to-day community matters, including parking, cleaning, noise, and maintenance-related issues. Away from work, Hayley enjoys driving, exploring new places, spending time with her bulldog Bruno, and watching sport.

Charlie is known for being accountable, communicative, and solutions focused. He brings a practical and people-focused approach to his work, with an ability to listen carefully, manage challenging situations calmly, and identify the scope of works early so that matters can be addressed with greater clarity and efficiency. Charlie holds an A100 Strata Management Certificate.

Outside the office, Charlie enjoys local theatre and acting, as well as hiking and camping.

Amanda Tan

Amanda works closely with Strata Councils, commercial lot owners, Strata Managers, and the accounts team to support matters requiring attention to detail, coordination, and structured follow-through. Tahlia holds a Diploma in Business and Business Administration and is A100 Certified. Her role also includes supporting compliance workflows, spreadsheet-based administration, meeting coordination, and professional correspondence.

Outside the office, she enjoys spending time watching the AFL and making the most of the beach.

Rachael Fee
